The verdict

Depends — gonadorelin has a real labeled use (pulsatile pump therapy for true hypogonadotropic hypogonadism; diagnostic stim test), and TRT-clinics often layer it onto testosterone as a "preserve testicular function" adjunct. The TRT-clinic use is biologically plausible but inferior to hCG for that purpose, on a thinner evidence base.
